THE HISTORY OF CRISIS CENTER
In year 1991, Ministry of Health (MoH), formed committee based on SK Menkes No. 360/Menkes/SK/VI/1991 on June 24th, about committee of preparedness and disaster management in health fields. This committee has some tasks, those are: (1) to formulate the steps and strategies, carry out coordination and integration preparedness and disaster management by inter programs at MoH, and (2) To increase the inter sector work mechanism functionally in preparedness and disaster management, coordinate by National Coordination Council of Disaster and Refugee Management (Bakornas PBP).
In year 1995 without breaking up this committee, MoH formed a functional unit based on SK Menkes no. 594/Menkes/SK/VI/1995 on June 7th, about crisis center of disaster management that has some tasks, those are: (1) To conduct the disaster management activity at the beginning of early warning phase to end of emergency response phase, and (2) To form Crisis Center that is actively work in disaster.
In the year 1998 MoH based on SK Menkes no. 942/Menkes/SK/VI/1998 on September 2nd, formed Crisis Centre that has tasks, those are: (1) To composed and to form the chosen indicators that is used for monitoring the impact of economy crisis towards public health,(2) To compile, to process and to analyze the data, (3) To monitor and to evaluate the activity of economy crisis management towards the public health and (4) To report the results of the analysis, the monitoring and the evaluation to director team.
These all three functional units sometimes make the overlapping tasks, confusing in coordinating with other department. In the year 2000 MoH formed a structural unit called Pusat Penanggulangan Masalah Kesehatan (PPMK) based on SK Menkes No. 130/Menkes/SK/I/2000 on January 26th, about organization and administration MoH of Republic of Indinesia and followed with SK Menkes No. 726/Menkes/SK/IV/2000 on April 24th, about the discharge of the three functional units and give the task to structural unit PPMK
The united of MoH, Social Problems State's Minister Office, and Social Coordination Nasional Chamber (eks Social Departement) to be Ministry of Health and Social Welfare in the year 2001, base on SK Menteri Kesehatan dan Kesejahteraan Sosial No. 446/Menkes-Kesos/SK/V/2001 on November 27th, about the formation of Directorate General of Social and Health Problems which is consist of 2 (two) directorates those are: 1) Directorate of Health and Social Preparedness and Mitigation, 2) Directorate of Health and Social Aid of Disaster Victims, which have duties and functions to handle the health and social problems of disaster
The Directorate of Health and Social Preparedness and Mitigation carry out the policies, formulation, standardization, technical guidance and evaluation of health and social preparedness and mitigation area, and to conduct functions, those are: (1) preparations of formulation and policies at area of discussion and technology studies, health human resources preparedness, social human resources preparedness, mitigation and publication, and agreement, (2) standard arrangement preparations, norm, guide, criteria and procedure at area of discussion and technology studies, health human resources preparedness, social human resources preparedness, mitigation, publication, and agreement, (3) technical guidance at area of discussion and technology studies, health human resources preparedness, social human resources preparedness, mitigation, publication, and agreement, (4) evaluation of policies at area of discussion and technology studies, at area of discussion and technology studies, health human resources preparedness, social human resources preparedness, mitigation, publication, and agreement, and (4) directorate's internal affair and administration realization.
The Directorate of Health and Social Aid of Disaster Victims carry out the formulation and policies, standardization, technical guidance and evaluation of Health and Social Aid of Disaster Victims area, and to conduct functions those are: (1) preparations of formulation and policies at area of health emergency response, social emergency response, communication, evacuation, the effective use of infrastructure, and disaster victims participation, (2) standard arrangement preparations, norm, guide, criteria and procedure at social emergency response area, communication, evacuation, the effective use of infrastructure, and disaster victims participation, (3) technical guidance at area of health emergency response, social emergency response, communication, evacuation, the effective use of infrastructure, and disaster victims participation, (4) evaluation of the policies of at area of health emergency response, social emergency response, communication, evacuation, the effective use of infrastructure, and disaster victims participation, and (5) directorate's internal affair and administration realization.
In the year 2000 MoH formed Pusat Penanggulangan Masalah Kesehatan ( PPMK ) based on SK Menkes No. 130/Menkes/SK/I/2000 on January 26th, about organization and administration of MoH that has task to compose general policies plan, to prepare the formulation of policies execution, to formulate the technical policies, to coordinate the execution, and guidance of crisis management and other health problems based on Minister of Health policies and other regulations, and to conduct functions those are: (1) general policies plan arrangement, formulation of policies execution preparations, technical policies formulation, guidance and execution coordination of crisis management and other health problems, and resource mobilization, (2) evaluation of policies, regulation, standard, and program at monitoring area of crisis management and other health problems, and resource mobilization execution, and (3) administration and internal affair management of PPMK. PPMK has organization structure, those are: (a) administration division, health problems management monitoring division, and resource mobilization division.
Administration division has task to give technical service and administration at environment center and has functions: 1) to coordinate and to arrange the plan and program, 2) finances management, 3) employments management, administration, internal affair, facilities and salary payment. Administration division consists of: (a) subdivision of arrangement and evaluation program, subdivision of finance, (c) and subdivision of general affair. Subdivision of arrangement and evaluation program has task to prepare the materials of plan and program, with evaluation and report. Subdivision of finance has task to do finances. Subdivision of general affair has task do employment's affair, administration, archives, internal affair, facilities, and salary payment.
Health problems management monitoring division has task to prepare the materials of general policies plan, to composed execution policies plan, to prepare technical policies formulation, to coordinate the crisis center and other health problems, and to conduct functions, those are (1) general policies plan materials preparations at health problems management monitoring area, (2) policies materials execution plan preparations, technical policies formulation preparations, and coordination guidance and controlling of health status, nutrient, and making the better health environment at monitoring area, and (3) execution policies materials plan preparations, technical policies formulation preparations, and coordination and controlling guidance of health service preparedness area. Health problems management monitoring division consists of: (a) subdivision of health status and making better health environment, and (b) subdivision of health service and preparedness. Subdivision of health status and better environment has task to prepare the materials of technical policies and its arrangement, and to coordinate and to control the guidance of health status, nutrient, and making better environment. Subdivision of health service and preparedness has task to prepare the materials of technical policies and its arrangement, and to coordinate and to control the guidance of health service preparedness area.
Resource mobilization division has task to prepare the materials of general policies plan, to composed execution of policies plan, to prepare the technical policies formulation, to coordinate the guidance and controlling of resource mobilization area, and to conduct functions, those are (1) general policies plan materials preparations at resource mobilization area, (2) execution of policies plan materials preparations, technical policies formulation preparation, and coordination and controlling guidance at government resource mobilization area, and (3) execution of policies plan materials preparations, technical policies formulation preparation, and coordination and controlling guidance at society self-supporting institution and international resource mobilization area. Resource mobilization division consists of: (a) subdivision of government resource, (b) subdivision of self-supporting society institution resource. Subdivision of government resource has task to prepare the technical policies plan arrangement materials, and to coordinate the guidance and control at mobilization area of government resource. Subdivision of self-supporting society institution resource has task to prepare the technical policies plan arrangement materials, and to coordinate the guidance and control at mobilization area of self-supporting society and international institution resources. Dr. Emil Agustiono, MKes, pointed as head of PPMK.
In the year 2001 Ministry of Health and Social Welfare formed functional unit disaster preparedness brigade (BSB) that initially consists of medical team, but later developed to be medical technical team, surveillance team, social worker team, and management team.
In SK Menkes No. 130/Menkes/SK/I/2000, the organization composition consists of one part and two divisions (health problems management monitoring division and resource mobilization division), which still not yet synchronize with cycle and channel in tasks and functions, so is still not yet optimal and effective in health problems management in disaster. To optimize these task and functions MoH formed new organization structure based on SK Menkes No. 1277/Menkes/SK/X/2001 on April 24th, about organization and administration of MoH Republic of Indonesia. PPMK is a supporting material of MoH that has responsible to Secretary General of MoH and lead by a Head of Center.
PPMK has task to carry out the technical policies formulation, health problems management in disaster, and to conduct functions those are (1) health problem management in disaster technical policies formulation, (2) health problem management program in disaster arrangement, (3) health problem management in disaster execution coordination, (4) evaluation and health problem in disaster management arrangement, and (5) administration and internal affairs. PPMK has organization structure, those are: (a) administration division, (b) preparedness and mitigation division, (c) emergency response and recovery division, and (d) functional group.
Administration division has task to carry out administration and internal affair with to conduct functions those are (1) coordination and arrangement of plan and program, and evaluation and report arrangement, (2) finances and bill management, and (3) general affair management and employment. Administration division consists of: Subdivision of program and evaluation has task to prepare coordination materials program execution, to arrange plan and program, and to arrange evaluation and report. Subdivision of finance has task to manage the finances and bill. Subdivision of general and employment has task to manage mailing, archives, internal affair, and employments.
Preparedness and mitigation division has task to carry out the execution of coordination, preparations, and evaluation of preparedness and mitigation in disaster, and to conduct functions, those are (1) to prepare the materials of coordination execution of preparedness and mitigation in disaster, and (2) to evaluate and to report arrangement of preparedness and mitigation in disaster.Preparedness and mitigation division consist of: (a) subdivision of preparedness resource, (b) subdivision of early warning. Subdivision of preparedness resource has task to prepare the execution coordination materials of health resource and communication in disaster. Subdivision of early warning has task to prepare coordination materials and execution evaluation of mitigation and early warning.
Emergency response and recovery division has task to carry out the execution of coordination preparations and evaluation of emergency response and health recovery in disaster and to to conduct functions, those are (1) to prepare the execution coordination materials of emergency response and health recovery in disaster, and (2) arrange evaluation and performance report of emergency response and health recovery in disaster. Emergency and recovery division consists of: (a) subdivision of health emergency response, (b) subdivision of resource restoration. Subdivision of emergency response has task to prepare the execution of coordination and evaluation of health emergency response in disaster. Subdivision of resource restoration has task to prepare the execution of coordination materials and evaluation of health resource recovery in disaster.
Dr. Dotti Indrasanto, Mph, is pointed as the head of PPMK from January 2001 to march 2005, and continued by Dr. Mulya A. Hasjimy, Sp.B., MKes., from march 2005 to December 2005.
Unfortunately this regulation still not yet perfect because of the crisis and disaster complexity, therefore in the year 2005 MoH formed new organization structure nomenclature based on Peraturan Menteri Kesehatan RI No. 1575/SK/XI/2005 on November 16th about MoH Republic of Indonesia organization and administration, formed Crisis Center (Pusat Penanggulangan Krisis /PPK).
Crisis Center is the executor at health crisis management sector, where the structural position is direct under the minister and lead by a head of center, and has responsible to secretary general in daily tasks. Dr. Rustam S. Pakaya, MPH pointed as Head of Crisis Center.
PPK has task to execute the technical policy of crisis management and other health problems based on Minister of Health Policy and other regulations, to conduct functions those are (1) to arrange crisis management and other health problems general policies plan, (2) to prepare the execution of policies formulation and technical policies formulation in crisis management and other health problems, (3) to coordinate the guidance and control execution at crisis management monitoring and other health problems, (4) to mobilize the resources in crisis management and other health problems, (5) to compile and to analyze data and to present information of crisis management and other health problems, (6) to evaluate the policies execution, regulation, standard and program of crisis management and other health problems, and (7) to execute administration and internal affair. Crisis center organization structure consists of: (a) administration division, (b) prevention, mitigation and preparedness division (c) emergency response and recovery division (d) monitoring and information division, (e) functional group.
Administration division has task to carry out planning program and evaluation, finance, general affair and center employment and to conduct functions, those are (1) to prepare coordination and program arrangement of execution and evaluation, (2) to prepare coordination and finances management execution, and (3) to prepare coordination and general affair management and employment execution, administration, internal affair, and facilities. Subdivision of program and evaluation has task to prepare program plan arrangement materials and evaluation and report arrangement. Tasks descriptively as follows: (1) to prepare coordination materials execution, guidance and program activity control, (2) to prepare coordination meeting of crisis management and another health problem materials, (3) to prepare materials for program plan arrangement, (4) to prepare materials for program evaluation, (5) to prepare and to composed program performance report and accountabilities, (6) to composed crisis management centre work plan, (7) to assist to prepare materials for crisis centre routine report arrangement (president speech, finance note, subject of the meeting, hearing with house of representatives, program activity report, and others), and (8)to make task performance report. Subdivision of finance has task to do finances execution coordination and estimation arrangement. Task descriptively as follows: (1) to carry out appropriate cost estimate arrangement of crisis centre program which is cover materials collecting and estimation proposal arrangement, (2) to carry out coordination in finance management related to crisis management and other health problems, (3) to carry out estimation verification and to do accountancy, and financial statement arrangement, (4) to carry out monetary management/activity, (5) to carry out estimation management construction, (6) to process estimation revision proposal, and (7) to make task performance report. Subdivision of general and employment has task to arrange internal affair, archives, administration, and employee salary payment. Task descriptively as follows: (1) to arrange the administration related to papers and correspondence (2) to arrange the archives, (3) to arrange internal affair, office facilities, building, vehicles, and other device maintenance, (4) to carry out administration, utilization, and ownership property abolition of the state (5) to carry out employment affair, (6) carry out employee salary payment, and (7) to make task execution report.
Prevention, mitigation and preparedness division has task to carry out the general policies of preparations, policies formulation, technical policies in prevention and preparedness of crisis management and other health problems, and to conduct functions, those are (1) to prepare general policies materials, execution policies, and technical policies in crisis management and other health problems, and (2) to prepare and to conduct the efforts of resource enhanced preparedness in crisis management and other health problems. Prevention, mitigation and preparedness division consists of: (a) subdivision of prevention and mitigation, b) subdivision of preparedness. Subdivision of prevention and mitigation has task to carry out general policies materials preparations, execution policies formulation and technical policies in crisis management and other health problems. Task descriptively as follows: (1) to prepare materials for crisis management and other health problems those are standard resource, health services, guidance of development and standard procedure, (2) to socialized standard resource, health services, guidance and standard procedure, (3) to prepare materials for monitoring network of prevention and mitigation, (4) to arrange crisis potential map in order to prevent and to mintages, (5) early warning system development of crisis management and other health problems, (6) technical guidance execution of standard resources and health services, manual book, and standard procedure, (7) Monitoring and evaluation execution of standard resources and health services, manual book, and standard procedure, and to make task execution report. Subdivision of preparedness has task to prepare and to conduct efforts, crisis management and other health problems resource enhanced. Task descriptively as follows: (1) to arrange socialization and advocacy contingency plan and early warning system, (2) to develop resource mobilization mechanism, (3) to develop human resources ability health in crisis management and other health problems, (4) to develop early warning system in crisis center and other health problems, (5) to strengthen preparedness networking, (6) technical guidance efforts of preparedness in crisis management and other health problems, (7) monitoring and evaluation of early warning system execution and preparedness efforts in crisis management and other health problems, and (8) to make task execution report.
Emergency response and recovery division has task to carry out coordination, preparations, and mobilization of emergency response and recovery in crisis management and other health problems and to conduct functions those are (1) to prepare the materials execution coordination of emergency response and resource mobilization in crisis management and other health problems, and (2) to prepare the materials execution coordination of recovery in crisis management and other health problems. Emergency response and recovery division consists of: (a) subdivision of emergency response, (b) subdivision of recovery. Subdivision of emergency response has task (1) to prepare execution coordination materials of emergency response, (2) to carry out coordination of inter program and inter sector in emergency response, (3) to prepare and to carry out mobilization resource execution in emergency response, (4) to composed operation planning execution in emergency response, (5) to identify the need of resource in emergency response, (6) to activate operation control center (Pusdalops), (7) to arrange task report in emergency response and mobilization resource, (8) to do rapid health assessment in emergency response, (9) technical guidance in emergency response execution, (10) carry out evaluation, monitoring, and construction in emergency response of crisis management and other health problems, (11) make task execution report. Subdivision of recovery has task to prepare recovery coordination execution materials in crisis management and other health problems. Task descriptively as follows: (1) to prepare execution coordination materials of recovery in crisis management and other health problems, (2) carry out coordination of inter program and inter sector in recovery execution, (3) to prepare and to carry out mobilization resource in recovery execution, (4) to facilitate and to coordinate resource recovery execution, (5) to arrange recovery execution report in crisis management and other health problems (6) executions technical guidance of resource recovery, (7) carry out evaluation, monitoring and construction in of recovery in crisis management and other health problems, (8) make task execution report.
Information and monitoring division has task to carry out the monitoring, compelling, and analysis of data, to present information with in crisis management and other health problems, and to conduct function: (1) to prepare the materials and monitoring in crisis management and other health problems, and (2) data compelling and monitoring in crisis management and other health problems. Information and monitoring division consists of: (a) subdivision of monitoring, (b) subdivision of information. Subdivision of monitoring has task to prepare the materials and to monitor in crisis management and other health problems. Task descriptively as follows: (1) to develop monitoring instrument, (2) to prepare monitoring execution coordination materials in crisis management and other health problems, (3) to compel the data and information of monitoring execution in crisis management and other health problems, (4) to process data/materials of monitoring execution coordination in crisis management and other health problems, (5) to do data analyze and data interpretation, (6) to arrange monitoring report, (7) to prepare the materials of monitoring and monitoring evaluation in crisis management and other health problems, (8) monitoring technical guidance in crisis management and other health problems, and (9) to make task execution report. Subdivision of information has task to compile data, to analysis data, and to present the in crisis management and other health problems. Task descriptively as follows: 1) to do information management in crisis management and other health problems, 2) to develop online information in crisis management and other health problems, 3) to develop information reporting system in crisis management and other health problems, 4) technical guidance of information management in crisis management and other health problems, 5) make task execution report.
